Attorney José E. Latour immigrated to the U.S. from Cuba and attended the University of Florida for both undergraduate and law studies. Upon graduating law school, Mr. Latour was appointed to the U.S. Department of State as a Diplomatic and Consular Officer by President Ronald Reagan. After serving abroad in Mexico and Equatorial Guinea (Africa), he left government service to begin private law practice.

Focusing on business immigration, international trade, and consular law, the firm rapidly expanded in the 1990s, opening branch offices in Washington D.C., Manila (Philippines), and Hong Kong. Since 2010 the firm has focused on assisting HNW foreign investors with U.S. resettlement and investment, through offices in Miami, Florida and Ho Chi Minh, Vietnam.

Mr. Latour is the founder of American Venture Solutions Regional Center (AVSEB5), a Florida-based EB-5 Regional Center approved by USCIS in 2011. AVSEB-5 has helped dozens of accredited foreign investors secure EB-5 residency for themselves and their families. He is also the founder of AVS Capital Partners, a private equity group designed to help non-U.S.-resident foreign investors safely invest in the U.S. real estate market through conservative and secure investment fund opportunities as well as direct real estate acquisitions.

Since 1992, Mr. Latour has continuously received the highest possible A/V peer rating by Martindale-Hubble law directory. He has received a number of awards and distinctions from organizations including Inc. Magazine, Florida Trend Magazine, and Cisco Systems and speaks regularly in global forums on international migration, investment, and trade.

Attorney Laura Callava obtained a Bachelor of Arts in International Studies & Political Science from Emory University before pursuing her law degree at the University of Miami. Upon graduating law school, Ms. Callava worked as a litigator in South Florida for several years before joining the Latour Law and AVS Group.

Ms. Callava joined the AVS Group in 2015 as Compliance Counsel, directing the Regional Center’s best-practices and ensuring AVS Regional Center’s adherence with local, state, and federal regulations, including USCIS and SEC regulations. Today she serves as Vice President of AVS and Managing Attorney for Latour Law. Ms. Callava oversees all EB-5 family migration processes, serving as the primary resource for Latour Law clients and in guiding AVS investors through their transition to U.S. permanent residency.

Ms. Callava is also Executive Director of AVS Academics, the AVS Group's educational and academic advising service. She works closely with academic experts and leading mentors in order to ensure that our student clients reach their full potential and achieve a high level of academic and personal success at the US schools or universities they attend.

In 2016, Monica established AVS’ first overseas office in Vietnam. After two years of securing a record of 100% approvals for AVS Regional Center’s EB-5 investors, she established LatourLaw Vietnam in response to the demand of AVS Vietnam’s growing Vietnamese client base. She is serves as Director of LatourLaw Vietnam, and manages LatourLaw’s operations in SouthEast Asia, serving as primary client liaison for Vietnamese and other investors from the region seeking legal support in the areas of US business expansion, international real estate acquisition and development, investment based immigration, international joint ventures, mergers and acquisitions, and LatourLaw’s Exclusive Turnkey Grenada CBI/E-2 Investor Visa/Franchise Management service.
